In saucepan combine onion and garlic and cook till translucent. Add remaining ingredients except water. Cover and cook on low for 10 minutes, stirring occasionally. Add water.
Bring to a boil. Cover and cook over low heat for 20 minutes. Remove about ½ cup of veggies and set aside. Puree remaining vegetables. Return to pan and add reserved veggies.
